The Challenges
The evaluation team used the information available in the various documents; held discussions with the various person(s) involved in overseeing the implementation, beneficiaries and used that information to assess the progress of implementation in accordance to the implementation schedule in the project document. The monitoring information was used to assess whether project inputs were being delivered, were used as intended, and are having the initial effects as planned. The scope of the evaluation covered the following:
Water abstractions; planning and design of the engineering elements; soils survey and mapping soil units; sediment analysis in the river; brushwood clearing; land levelling; construction of the intake structure including riverbank gabion protection at the intake works both upstream and downstream of the intake site; conveyance and drainage layout plans; road-crossing structures (reinforced box culverts); infield structures; fencing of irrigable land; construction of irrigation basins; allocation of plots to farmers; collection of rainfall and river flow data; assessment of overall scheme management; drilling and casing of the boreholes for domestic water use; water well management and maintenance; cost recovery at the hand pump water points; and monitoring systems.
